What should I do for the loss of my luggages at Jeddah airport terminal on 22nd January06.?

Recently I as a pilgrim of Haj reached Jeddah airport terminal from my Medianah Hotel by a bus on 22nd January . Our luggages were on another small carrier . There at airport terminal we were shocked that the our luggages carrier could not reach . Next morning we were informed that some luggages have come but there the luggages of five Hajis were missing . We cold not take our flight waiting for our luggages but till 25th it could not come . At Jeedah airport terminal we were assured that missing luggages would reach India very soon but still we did not get our luggages.Now what should I do to trace out our luggages or what action should be taken for compensation .
