does anyone know how to repaint or fix the peeling paint on my roof rack?

I have a 2002 lexus rx300 and the paint on my roof rack is peeling and the rubber around the windows is fading is there a product that I can use to fix this?

1. most likely the roof rack wasn`t prepped correctly for paint. The paint will continue to come off . Remove old paint -scuff up surface - primer -sand smooth - paint. I use armourall for all my rubber products.
